ASUS K52DR Battery charges, No boot

Hoping someone can point me in the right direction

Trying to diagnose an Asus K52DR, it has charging LED when plugged into AC, but it has no response when booting U8801
MB39A132 chip

VREF = 0V
ACIN = 1.3V
ACOK = 0.7V
VCC = 19.15V
VIN = 19.15

Power button is 3.3V, goes to 0V at KBC chip when pressed.

Looking at the data sheet it says 5.0V VREF so I believe I should have 5V at VREF pin 21

So I guess my question is, if VIN/VCC are receiving 19V as they should, am I looking at a faulty chip? My understanding is this chip receives 19V and should push out 5V at VREF. If it's not, is that a bad chip, or is it possible I'm missing something in between?

Injecting 5V at the VREF pin takes 0 amps

I don't understand if KBC chip is faulty or if MB39A132 chip is faulty.
